Until we understood the situation as in its whole, it took some time and we have spoken with many people much and discussed. For an informed opinion you need many point of view, and there is no universal culprit. My opinion of the situation is the following:
the whole thing suffers from a whole system of problems. In it I would, the three groups, Official (in this case, the chiefs), rich who want to give and take into account poor (here the Indians or rural).
- The authorities are often corrupt and make many processes unnecessarily difficult.
- The rich have money and want to help (a few), but they have high expectations
- and the poor who need help, but are poorly organized and very little to stand up for their rights
are obviously the poor here at the bottom end of the "food chain" of aid and the authorities has the upper hand. It's definitely a difficult situation and someone to blame would not be wise.
